Sequencing is a great extension of verbs and 2+ word phrases. The goal of this program is expressive language and increasing mean length of utterance. If students are spending too long sorting cards into the sequence, do it for them (and work on this as a separate, visual performance goal). Being able to arrange the cards should not be a pre-requisite for talking about them.
Once a student can verbalize sequencing cards, have the student act out sequences and say the steps in vivo.
